DESCRIPTION:Hidden Dragon? Chinese Influence at the World Bank\nErasmus Kersting (Villanova University)\nAbstract:\nIn this paper\, we consider an alternate explanation for China’s continued interest in World Bank loans: borrower influence. As a bureaucracy and as a bank\, the World Bank relies both on repayment of its outstanding loans and on a predictable pipeline of new lending. As a major client\, China might prefer informal influence to formal influence (i.e.\, increased vote share) since key elements of the World Bank agenda – conditionality\, transparency\, indigenous rights – sit poorly with China’s own domestic record and non-interference approach to foreign policy.
